Oregon Climate Bill Clings to Life as Fleeing GOP Stymies Vote

A senior Oregon lawmaker’s declaration that legislation that would put a price on greenhouse gases lacks the votes to pass is being contested by the bill’s advocates.

Senate President Peter Courtney (D) made the declaration June 25 to a chamber devoid of Republican lawmakers who fled the state in order to deny majority Democrats the quorum needed to pass what would be the second economy-wide, market-based controls of GHGs in the nation.
