Oregon GOP Senators End Walkout, Declare Cap-and-Trade Dead (1)

What was to be the nation’s second economywide, market-based regime to control greenhouse gas emissions is dead in the Oregon Legislature, a triumphant Republican Senate minority leader said June 28.

Sen. Herman Baertschiger Jr. (R) said in a news conference that he has the assurances of Gov. Kate Brown (D) and the Senate President Peter Courtney (D) that HB 2020 will not pass the Senate when Republicans return June 29 after fleeing the state eight days ago to deny Democrats a quorum to pass the measure.
