Solar Rule Exemption Pushed for California Disaster Areas

California homeowners rebuilding their houses after wildfires, flooding, and other declared disasters would not be forced to install solar panels as part of new construction, under a bill heading to the governor.

The California Energy Commission last year adopted a new rule requiring photovoltaic panels on new residential construction beginning Jan. 1, 2020, as part of efforts to increase green energy usage in California.

But AB178, which passed the Senate 32-4 on Aug. 22, would exempt certain projects that “repair, restore, or replace” a home in disaster areas from that mandate until January 2023.
